I was born in Roswell, NM in 1956 and completed my 12th grade at Stavanger American School in Stavanger, Norway in June 1974. I graduated with a B.S. in Criminal Justice Theory and Research, along with a minor in Government from Lamar University, Beaumont, Texas in May 1978. During my time there, I was elected to the National Political Science Honor Society in 1977. Ms. Cape obtained her J.D. degree from George Washington University Law School and her B.S. degree in Marketing, with a minor in Psychology, from Georgetown University .
