Scott Allen Kozlov
Office of the Cook County Clerk
I graduated from Valparaiso University School of Law and Eastern Illinois University. My career began as an Investigator with the Illinois Department of Children and Family Services, followed by a role as Court Coordinator for Judge William Maki in the Circuit Court of Cook County, Juvenile Division. I also worked as an associate at a general practice law firm in Arlington Heights, Illinois. From 1996 to 2000, I served as an Assistant Public Guardian in Cook County, where I represented abused and neglected children. In 2000, I joined the Illinois Attorney Registration and Disciplinary Commission (“ARDC”) as litigation counsel. Since then, I have investigated and prosecuted hundreds of cases of attorney misconduct. I currently hold the position of Director of Unauthorized Practice of Law Litigation and Senior Counsel at the ARDC, primarily prosecuting cases involving unauthorized practice of law allegations against non-attorneys and disbarred attorneys.
In 2004, I chaired the Chicago Bar Association’s Government Service Committee, and since 2007, I have been the Chair of that organization’s Unauthorized Practice and Multidisciplinary Practice Committee. Since 2009, I have been appointed to the Illinois State Bar Association’s Task Force on the Unauthorized Practice of Law, and I currently serve on the American Bar Association’s Standing Committee on Client Protection. I was the Chair of the American Bar Association’s 2015 Unauthorized Practice of Law School, training attorneys on various aspects of investigating and prosecuting unauthorized practice of law cases, and I am again Chairing the same program for 2017. Additionally, I am the Chair of the Northwest Suburban Bar Association’s Ethics Committee. Lastly, I am an Adjunct Professor teaching professional responsibility.
