Laura (Smith) Hoover
Laura J Hoover, Attorney at LawLaura J Hoover (formerly Smith) has come to the practice of law by a dedication for providing legal services to those that are in need. This means that clients will receive a quality service and zealous advocacy, but at a fee arrangement they can afford. Laura began her career at Legal Aid by representing low-income families in Detroit, Michigan. For two years, Laura aided Wayne County residents who were in need of help with their divorce, child custody and support issues. In addition, Laura assisted the elderly population of Detroit, Michigan by providing estate planning, foreclosure and civil defense services. From 2008 - 2009 Laura served on the Board of Directors for the Free Legal Aid Clinic, Inc. While in Michigan, Laura gained experience in the practice of law by expanding into appellate practice. Laura has represented clients in child custody appeals with Legal Aid and appealing criminal convictions with the Michigan State Appellate Defender's Office. In 2009, Laura moved to Chicago and became licensed in the State of Illinois. From 2009 - 2010 Laura worked at a private law firm here in Chicago representing clients in numerous areas including divorce, child custody and support, criminal felony and misdemeanor charges, probate and personal injury. In 2010 Laura began her own practice representing renters in the City of Chicago. Today she continues to represent renter's when their rights have been violated by their landlord's. Common issues include security deposits, heat, utilities, eviction defense, repairs and much more!

- Q. What do I do if I am paying for some of my landlords electricity?
- A: If your apartment is Illinois, the Residential Property Utility Service Act provides a remedy for your situation. In cases where the tenant is being billed for utilities (electric/gas/etc.) that are being used outside of the tenant's unit, the landlord is responsible to reimburse the tenant for 100% of those utility bills unless the landlord can prove exactly how much was used and, in that case, must reimburse for the amount used. If it can be proven that the issue was on purpose, your landlord can be liable for triple your utility bills.
