Chairman 2003 - 2005; Vice Chairman 2001 - 2003. Appointed by Governor Jeb Bush. Charged with the responsibility of the advocacy and protection of vulnerable citizens and Floridians with unique needs by safeguarding their constitutional and human rights through investigation and oversight review of the Executive Branch's administration of the State's health and human services delivery system including all federally mandated health and human services programs and contractors. Requirements included conciliation of client complaints with seven state executive departments, drafting and presentation of records access warrants to the judiciary; administrative rules promulgation and negotiation of data sharing agreements within Florida state government. Appearance on behalf of the Council before the Florida Legislature including consultation and coordination of health and human services policy implementation. Coordination with Office of Policy & Budget in the Governor’s Office on transfer of the Council from state department level to integration within the Executive Office of the Governor.
