Dixie was born and raised in Chattanooga, Tennessee, and attended college at Penn State University, where she was a member of many on-campus organizations, including Sigma Kappa sorority. She came to New Orleans to attend Loyola University College of Law, and upon graduation, could not bring herself to leave.
