Neil I. Rumbak was born in Johannesburg, South Africa. In 1987, Neil relocated with his family to Memphis, Tennessee, and, in 1992, to Tampa, Florida. Neil left Tampa in 1999 to attend college and law school in Gainesville, Florida, and in Miami, Florida.
