I was born in Roswell, NM in 1956 and completed my 12th grade at Stavanger American School in Stavanger, Norway in June 1974. I graduated with a B.S. in Criminal Justice Theory and Research, along with a minor in Government from Lamar University, Beaumont, Texas in May 1978. Barrett comes from a family that has long been a part of the East Texas area. Barrett was born and raised in Tyler. He graduated from Robert E.
