As a prosecutor for the LA City Attorney's Office from 1961 to 1963, he prosecuted numerous criminal cases for the Los Angeles Police Department and the California Highway Patrol. Walter F. Wiggins, Jr. received his Bachelor of Arts degree, cum laude, from Loyola Marymount University in 1983 with majors in Political Science and History. Wiggins received "Honors at Entrance" status and was awarded the Jesuit Community Scholarship.
