My practice concentrates on family law as well cross-over family law and immigration issues. I am fluent in the English and Chinese (Mandarin) languages. I am reasonably flexible with my work schedule to accommodate working clients.

I am a sole practitioner. My practice areas cover a wide range with an emphasis on immigration, personal injury, business litigation, and small business transactions. Within these areas of law, I have assisted a wide variety of clients on matters ranging from immigration asylum hearings to EDD unemployment insurance administrative hearings to shareholder disputes before the American Arbitration Association. Walter F. Wiggins, Jr. received his Bachelor of Arts degree, cum laude, from Loyola Marymount University in 1983 with majors in Political Science and History. Wiggins received "Honors at Entrance" status and was awarded the Jesuit Community Scholarship. At LMU Wiggins was active in student government, was a member of the university's Honors Program, and was inducted into Phi Alpha Theta, the national History Honor Society.
