Timothy John Carmel
A partner and co-founder of Carmel & Naccasha LLP, Tim Carmel has practiced law extensively in San Luis Obispo County for over 37 years in the areas of municipal law, land use, real property transactions, and related matters.
Tim has devoted much of his practice to public sector clients, including cities, community services districts, sanitary and other special districts, and he served in the office of the City Attorney for the City of Arroyo Grande for 30 years. In that role, he was responsible for advising the City Council, City Manager, and all City departments on points of law and ensuring that all proper legal procedures were followed.
Tim also serves as District Counsel for the Cambria Community Services District (since 2009), Cayucos Sanitary District (since 1994), and Mission Hills Community Services District (since 1997). He is general counsel for San Miguelito Mutual Water Company (since 2008), Morro Rock Mutual Water Company, and Cayucos Beach Mutual Water Company (both since 2003). In addition, many private businesses and individuals rely on Tim for representation and counsel in their land use and real estate matters. For the past 30 plus years, Tim has represented the Hearst Corporation in its local land use and real estate matters.
Tim was a recipient of the American Jurisprudence Award in Insurance Law. He was also the 1979 World Frisbee Distance Champion and worked as a representative of Wham-O Manufacturing Company playing Frisbee.
