Mindy Lee Zoghlin
I formed The Zoghlin Group in 2016, after nearly thirty years of practicing law as founding member of a general practice firm.
At Bansbach Zoghlin P.C. I developed a robust practice in municipal, land use, environmental, and zoning law. I represented citizen groups, then municipalities, in a wide range of litigated matters arising under state and local zoning laws, the New York state Constitution, New York’s State Environmental Quality Review Act, New York’s Oil Spill law, the federal Resource Conservation and Recovery Act, and common law. These cases included litigating the validity of municipal approvals and SEQRA compliance, cost-recovery actions to obtain reimbursement for damages associated with contaminated properties, litigating the Constitutionality of the Oswego County Flow Control Law (which dealt with where municipal waste could be disposed of), and other claims. I was a speaker at the Center for Environmental Information’s Annual Environmental Law survey course throughout the 1990’s. During the 2000’s I continued to be a frequent lecturer on topics related to zoning, land use, and municipal law.
I left Bansbach Zoghlin in 2016 to form The Zoghlin Group. Situated in the former Button Factory in Rochester’s historic High Falls District, the Zoghlin Group is a boutique law firm that prides itself on providing exceptional service to local governments and citizens in a wide array of land use, zoning, municipal, environmental, and governance matters. At the Zoghlin Group I continue to focus on the same types of cases I handled previously at Bansbach Zoghlin. I also expanded my representation of local governments to help municipal bodies conduct governmental affairs within the confines of New York state law.
