I am José E. Santiago, an attorney with a focus on Family Law, including Divorce, Custody, Visitation Rights, and Adoptions. I also handle Probate matters such as the Declaration of Heirs and Inheritances. My practice extends to addressing jurisdictional issues that arise between states. I also validate adoption decrees or name changes from another jurisdiction.
Since 2013, I have been assisting clients with complex jurisdictional matters, including the interstate removal of children, claims under the Parental Kidnapping Prevention Act, and the validation and execution of custody, adoption, or divorce decrees from any state in the United States. I also manage jurisdictional disputes when more than one state claims jurisdiction. Additionally, I handle a significant number of cases related to inheritance issues, such as the declaration of heirs or the division of inheritances.
In 2018, I developed and began offering a legal education course titled "Interstate Conflicts in Custody Cases between States." This course has been featured annually at the Convention of the Puerto Rican Bar Association and has become a staple offering by the institution.
A notable highlight of my career occurred on March 14, 2023, when I won a Supreme Court Case in Puerto Rico concerning the Full Faith and Credit Doctrine in relation to a Custody Decree from another state. Following this Supreme Court decision, I was honored to be invited by the Puerto Rican Bar Association of Florida to present a course at their National Convention in November 2024. The CLE course I presented was titled as: "Domesticating Foreign Judgments (Puerto Rico) in Florida."
