Gary Caswell
Gary Caswell is an AV-rated (Martindale-Hubbell) attorney at law licensed to practice law in the State of Texas, Texas Federal Courts, the Fifth Circuit Court of Appeals and the United States Supreme Court. Since 1995, he has served on the U.S. Department of State Advisory Committee on Private International Law; and as an Advisor to the U.S.A., and Observer for the International Bar Association and U.S-Mexico Bar Association (USMBA) delegations at Special Commissions of the Hague Conference on Private International Law for Child Abduction, Child Protection, and Child Support and other forms of Family Maintenance. He was a State Department advisor in U.S. bilateral child support negotiations with over 40 foreign jurisdictions (1995-2003); VP for International Reciprocity for the National Child Support Enforcement Association (1996-2004); a National Resource Person for the Federal Office of Child Support Enforcement and a member of the State Department Hague Convention Attorney Network. For his efforts in improving legal cooperation between Mexico and the United States , Mr. Caswell has received awards from the USMBA and from the Governors, Attorneys General and Defense of Family Services Agencies (DIF) of the Mexican states of Tamaulipas, Coahuila and Nuevo Leon. Beginning June, 1993, he served 10 years in the Office of the Texas Attorney General Child Support Division as Chief of International Policy and Manager for International Coordination. The past 10 years he has primarily focused his law practice on international child abduction cases and assistance with service of process abroad in Convention and Non-Convention countries. Since 2012 he has served as a Third-Party Administrator for Laboratory Corporation of America - providing international civil and forensic case DNA collection services and training for preservation of chain of custody of DNA samples in the United States, except the state of New York, and worldwide, except for Guatemala
